1.3. Search for apps and place orders. We want to make it easy to find great apps during your Atlassian experience. As a result, „Atlassian Marketplace“ includes marketplace.atlassian.com and all other websites, applications, interfaces, services or products on which we make available or list applications (such as our Universal Plugin Manager). Similarly, if we refer to „commands,“ which includes any order, purchase, installation, trial version, download or activation of an application (including extensions and upgrades), whether through the Atlassian Marketplace, Atlassian products or other processes or interfaces that we make available. All orders are subject to these Terms of Use. Products are commercial computer software. In marketplace, we host free apps, open source apps or apps sold directly by partners.

This means you can offer free apps or apps that use your own cash and licensing system. However, with different payment models, you have access to different benefits of the Marketplace: 2.3. market.
